KUALA LUMPUR 15 Mei - Dua anggota polis dari Ibu Pejabat Polis Daerah (IPD) Dang Wangi yang disiasat dalam kes rogol seorang rakyat China, 1 April lalu, telah digantung kerja dan kini berhadapan tindakan tatatertib.
Pengarah Jabatan Siasatan Jenayah Bukit Aman, Datuk Bakri Zinin berkata, tindakan itu diambil kerana kedua-duanya tidak mematuhi prosedur operasi piawaian (SOP) semasa bertugas.
Katanya, bagaimanapun laporan perubatan yang diterima mengesahkan kedua-dua anggota itu tidak melakukan jenayah rogol seperti didakwa sebelum ini.
"Kita ambil tindakan kerana mereka tidak mengikut SOP semasa menjalankan tugas iaitu membawa kedua-dua wanita itu ke tempat lain dan bukan ke balai polis untuk siasatan.
"Oleh itu, tindakan tatatertib akan dikenakan dan bergantung kepada lembaga (tatatertib) untuk ambil tindakan ,termasuk boleh dibuang kerja," katanya di sini hari ini.
Pada 1 April lalu, dua anggota polis berpangkat Konstabel dan Lans Koperal, berusia 28 dan 40 tahun, ditahan bagi membantu siasatan kes seorang rakyat China dirogol.
Kedua-dua mereka sebelum itu, menahan dua wanita rakyat negara tersebut yang dipercayai pelacur, kononnya bagi membantu siasatan kes kematian rakan senegaranya.
Bagaimanapun kedua-dua anggota polis terbabit membawa salah seorang wanita itu ke satu tempat tidak diketahui sebelum dikatakan memaksanya melakukan hubungan seks di dalam kereta.
Menurut Bakri, kedua-dua wanita berkenaan dihantar pulang ke negara asal mereka setelah siasatan dilakukan.
Beliau menegaskan, pihaknya tidak akan berkompromi dan pilih kasih terhadap anggota polis yang melakukan kesalahan ketika menjalankan tugas.
Katanya, sikap tegas itu penting bagi memastikan nama Polis Diraja Malaysia (PDRM) tidak tercemar ekoran segelintir anggotanya yang tidak bertanggungjawab.

假意报警弄巧反拙 蒙面匪怒伤3母子
事主的头部被木棍敲打缝十余针。（北海15日讯）3名蒙面匪徒持巴冷刀及木棍闯入民宅，事主假意报警以阻吓匪徒，不料弄巧反拙不但遭抢走财物及现金，匪徒还砍伤事主母子3人，行径猖狂！
该破屋抢劫兼伤人事件是于今日凌晨3时许发生在北海后芭路（Lorong Kubur)衔接威省林氏西河堂后的一个住家。该间民宅一家人平时是协助看管该宗祠。
该宗事件导致女事主黄欣妮的头部被木棍打伤缝了10多针，手臂及手指也受伤。至于其长子也被巴冷刀砍伤手臂，深至见骨，另一名幼子背部也被刀所伤。
威省林氏宗祠理事会同仁接获消息后，也立刻赶往现场了解详情及慰问伤者，较后槟州首席部长林冠英的私人助理陈楷棕、林峰成行政议员、彭文宝行政议员及丹那州议员也到现场给予深切的关注及慰问。
房门挡不住悍匪 幼儿腹部险刺中
据事主黄欣妮（50岁）指出，这次是其住家第三次遭匪徒闯入，最近一次是在上个月发生，但是由于住家的窗户没有装置铁花，因此很顺利就搬走客厅的电器而没有惊动其一家人。
她说，较后有了防范之心就装了铁花，因此这一次匪徒是剪断铁枝从住家窗口进入，但是相信是匪徒眼见无法搬走电器，而到房间向她拿钥匙，不料事主没有乖乖就范而惹怒了匪徒就遭砍伤。
她披露，事发时他们全家都在房内，匪徒当时就用力踢开其房门表示要拿钥匙，她与幼子就挡着房门不让匪徒进入，并把门锁上。匪徒就从门外将巴冷刀刺进房门，险些刺中其幼子的腹部
。
随后事主为了阻吓匪徒就假意打电话报警，不料弄巧反拙惹怒了匪徒就闯入，就持木棍往其头部敲打下去，当场血流如注。
她说，至于其余的同党也分别踢破其长子的房门，匪徒为了避免遭反抗就二话不说一刀砍上其手臂，刀伤深至见骨，可见匪徒心狠手辣。
“我在血流如注之后，匪徒还抛下一件裤子叫我盖上脸，叫我睡觉，不要吵。然后匪徒就在屋内及房间大事搜刮，抢走了一些两台手机、现金及银行提款卡等。”
她说，随后其叫喊声惊动了屋后的邻居，他们就协助追捕匪徒，但最终还是被匪徒成功弃下摩托车逃之夭夭。事主一家较后向警方投报并由救伤车送往医院治疗。

婦女連人帶車被擄走‧車停舊居人不見蹤影
（霹靂‧峇眼色海）婦女連人帶車被劫匪擄挾，在轎車離奇置放舊住屋前後，婦女和劫匪卻失去影蹤。
銀行出來後被劫匪擄走
原本居住在甘榜兩成，幾年前已遷居巴里文打的張姓婦女，週一下午時刻到高淵某銀行出來後，在途中被人數未明的劫匪挾持，連人帶車被擄走。
正當其至親及親友驚慌四處尋找，其被擄劫的MYVI轎車，卻被發現置放在該婦女的棕油園舊居住屋前，人卻不知蹤影。
當地連同牛啦及瓜拉古樓警衛團及警方人員，在得悉後前去調查，並撤夜在園坵內展開搜查，希望能尋獲該名婦女的下落。
令人費解的是，劫匪為何要挾持該婦女，駕著其車來到甘榜兩成舊居處，而後卻一齊失蹤？
警方人員及警衛團成員正積極在園坵內搜查。
其家人深切盼望若有人發現該婦女及劫匪蹤跡者，可立即通知警方。

Break-in at Istana Melawati
PUTRAJAYA: Istana Mela-wati, the royal retreat palace here, was broken into on Saturday morning.
The break-in occurred at the staff quarters of the palace caretaker around 3am.Three men robbed the wife of the caretaker and made off with a gold ring, a gold chain, a handphone, a wallet, driving licence, ATM and credit cards and RM400.According to police sources, the victim was asleep with one of her children in the quarters' master bedroom and was awakened when three men entered the room.They had threatened to harm the child with a screwdriver before taking the items.
No one has been detained, but a police source said the robbers could have a connection with some workers hired to do repair work on the palace grounds.Police also found a screwdriver behind the staff quarters. Putrajaya police chief Supt Abdul Razak Abdul Majid declined to comment on the case.This is the second such incident at Istana Melawati.

Jail and rotan for duo who raped teacher
SHAH ALAM: A 24-year-old teacher was leaving her house in Ipoh three years ago when she was abducted by two men armed with a parang.
She was forced into their Perodua Kancil and was taken to two banks where she was forced to withdraw an undisclosed amount of money.
Not satisfied, they then drove her all the way to a secluded area in Rawang, where the two men took turns raping her in the car.
When she cried out for help, she was slapped and ordered to be quiet. She tried to escape but failed.
After they had finished with her, they left her by the roadside where she stopped a passing motorist who took her to the nearest police station.
Yesterday, her two attackers, Azakir Fadzil, 34, and Mahathir Azhar Mohd Khairy, 26, were sentenced to 15 years' and 12 years' jail respectively by the Sessions Court.
Judge M. Gunalan also ordered each of them to receive six strokes of the rotan.
The jail terms were ordered to begin from the date of their arrests -- Azakir on May 9, 2005, and Mahathir on Aug 28, 2005.
The duo had admitted to raping the then 24-year-old woman at an area near a jungle, at the end of Jalan KPK 4/1, Kundang Industrial Area in Rawang between 3pm and 6pm on Aug 24, 2005.
In mitigation, Azakir and Mahathir, who were not represented, said they were willing to receive more whipping so that the jail term could be reduced.Both also asked that they serve their sentence in Tapah prison to be close to their families. The judge allowed this.
Assistant public prosecutor Wan Zuraida Wan Nawan told the court that Azakir had nine previous convictions and Mahathir had two.
Azakir's previous convictions include drug-related offences, theft, trespassing and having in his possession stolen items. All offences were committed between 1994 and 2003 in Perak.Mahathir had a drug-related offence and was charged with possession of stolen property. The offences were committed in 2002 and 2003.
飙车党劫林德荣 嫌钱太少狂踢车子泄愤
(吉隆坡陈郁芸13日讯）本地电台著名主持人林德荣今日清晨在蕉赖斯嘉镇一家油站加油时，发现一群疑是飙车党的摩托车群正往油站方向急速冲来，心觉不妙的他马上弃车向油站人员求救，躲进油站便利店内，这批男子一抵达后就搜查林德荣的车子，然后在便利店外一直叫嚣，挑衅林德荣出来，但在便利店内的林德荣及店员等人皆不予理会，在久等不果后，这批男子才成群结队的离开，临走前还踢林德荣车子泄愤。
清晨赶往电台主持节目
林德荣是在今日清晨5时20分左右，驾着本身的休旅车准备从住家前往电台上班时，因为汽油快用尽，所以才在其住家附近的油站加油，当时，只有他一辆车子在油站内。
他透露，他在加油的当儿，就清理车内的车毯时，突然发现一群摩托车群快速正往油站驶过来，惊觉不妙的他赶紧向油站内便利店的职员求助，要求他们让他进去，这才让他躲过一劫。
便利店外叫嚣挑衅
他说，这群约为数20辆的摩托车骑士，一下摩托车之后，马上就冲向他的车内搜查一遍，由于车内只有几十令吉的零钱，所以相信在搜完之后，心有不甘的他们，就一直向在便利店内的林德荣叫嚣，要他出来。
不过，由于店内只有4个人，所以林德荣等人不敢出来。由于他们拒绝就范，该群狂徒踢他的车泄恨，在逗留了约3至4分钟后，狂徒就悻悻然的离开现场。
在确保狂徒离开后，惊魂未定的林德荣才从便利商店出来，这时，2名共乘一辆摩托车的华裔男子突然在油站出现，并他身旁停了下来，其中一人还手持木棍，心情还没有平复的林德荣马上又吓了一下，以为是狂徒再度折返！

除此之外，他也希望警方能提高其办事效率，而不是在人民代议士或受害者做出多次投诉后，才对罪案特高区展开特别行动，但是在情况好转后却将该区的特别行动置之一旁，而改往另一个罪案地点。他认为，这绝对不是防范罪案的最好策略。

这两起轿车爆窃案，分别于周一晚9时许至10时之间所发生。
据悉，首名案中华裔女车主于青草巷油站停车，把手提袋放在车内仅取出少量现款，就进入油站便利店购买日常用品，突然听到轿车响起警号，急忙步回停车处探查时，车镜已被击破，手提袋也被劫走。
同时，另一名巫裔女青年与友人于双溪赖用餐后，离开前都是把手提袋放在车内，用餐完毕后也是惊见车镜被击破，财物全被取走。由于两个造案现场距离不远，不排除都是相同一班劫匪，半小时连破两车取走财物。
目前，两名车主已在昨晚10时许，前往日落洞警局报案。

驾车人士贪方便把私人物品或财物放置车内显眼处，导致最近频频发生汽车爆窃案，车主受促小心保管本身物件，以免引来劫匪造案，造成财物损失。

Kempen Jernih Link adalah satu kempen yang amat penting untuk taman kita.Ia dapat meningkatkan perhubungan yang lebih erat dan berkesan di antara kalangan penduduk taman kita.Sekaligus mengurangkan dan mencegah jenayah daripada berlaku di taman kita.

KUALA LUMPUR: “Selepas meneguk ‘air setan’, saya jadi berani dan seronok melakukan aksi bahaya,” kata seorang Mat Rempit yang diberkas polis dalam operasi membanteras lumba haram di sekitar ibu kota, awal pagi semalam.
Mat Rempit dikenali sebagai Amir berkata, beberapa jam sebelum melakukan aksi ‘pacak’ di sekitar Taman Tasik Titiwangsa di sini, dia meneguk satu tin minuman keras yang dibeli di sebuah kedai dengan harga RM6.
“Kalau dalam keadaan normal, saya tidak berani melakukan aksi bahaya kerana sedar ia perbuatan yang boleh meragut nyawa saya dan pengguna jalan raya lain.“Namun, kerana berada di bawah pengaruh alkohol, saya bertindak di luar batasan dan lupa diri,” katanya ketika ditemui di sini, semalam.
Lelaki itu yang juga bekas pelajar sebuah pusat pengajian di Perlis berkata, dia seronok melakukan perbuatan itu dan sering keluar bersama rakan.
“Ketika melakukannya saya memang seronok, namun bila kena tangkap dengan polis, rasa menyesal pun ada tapi sudah tidak berguna lagi.“Kedua-dua ibu bapa juga tidak mengetahui saya terbabit dalam lumba haram dan minum arak,” katanya.
Amir berkata, selepas ditahan polis dan bakal dikenakan tindakan, aksi bahaya malam tadi mungkin yang terakhir buatnya.Katanya, aktiviti seumpama itu tidak berfaedah dan membahayakan nyawa sendiri serta pengguna jalan raya.
Amir antara 10 penunggang dan pembonceng motosikal yang ditahan Skuad 42 Polis Trafik Kuala Lumpur, awal pagi semalam.
Ketua Skuad 42 Polis Trafik Kuala Lumpur, Cif Inspektor Muhammad Farid Muntalib, berkata dalam operasi bermula jam 12 tengah malam itu, polis memberkas tujuh penunggang dan dua pembonceng motosikal kerana memandu secara berbahaya di sekitar ibu kota.
“Polis turut menahan seorang pelajar sebuah pusat pengajian tinggi di Selangor kerana memandu kereta dalam keadaan berbahaya.
“Lelaki berusia 20 tahun yang menuntut dalam bidang kejuruteraan itu turut dikesan memandu di bawah pengaruh alkohol,” katanya.
Beliau berkata, polis turut menyita lapan motosikal dan sebuah Perodua Kancil. Menurutnya, semua yang ditahan itu berusia antara 17 hingga 23 tahun dan dua daripada mereka dikesan menunggang serta memandu di bawah pengaruh alkohol.

Kidnapped girl was not intended victim
JOHOR BARU: A 13-year-old schoolgirl who was abducted and released after her family paid a ransom of RM80,000 recently was the kidnappers' secondary target. The primary target was the girl's elder sister, who had earlier given them the slip.
It is learnt that the kidnappers planned to abduct the 16-year-old near her home in Tampoi on April 28 but when she saw people following her at about 6.45am, she quickly boarded a school bus.
Sources said the kidnappers then changed their plan and waited for the younger girl, who attended the afternoon session, to walk to school with her friends.
Soon after snatching the younger girl, the kidnappers called the family, who own a restaurant, and demanded RM5mil in ransom.
The girl’s friends who witnessed the incident informed the school authorities and police.
Sources said the family negotiated with the kidnappers and agreed to pay RM80,000.
The money was handed to the kidnappers at an undisclosed location in Kuala Lumpur.
The girl was taken to the Pudu Raya bus terminal and put on a bus to Johor Baru after the ransom was paid.
It is learnt that the victim, who only had a few ringgit with her, arrived in Johor Baru and walked home alone in the wee hours of the morning the next day.
Police arrested 11 people in Bangsar, Kuala Lumpur, in connection with the kidnapping within hours of the ransom being paid.
It is learnt that part of the ransom money was also recovered.

AWARENESS IS OUR FIRST LINE OF FEMALE SELF DEFENCE
Real self-defence is something more than just learning a set of techniques that will allow someone to escape holds and defend themselves against strikes. It should also include awareness training, threat identification and de-escalation techniques to name just a few of the other aspects.
It is primarily in these areas that female self-defence differs from that which is taught to men e.g. the techniques for defending yourself on the ground are fairly universal however the set of events that lead up to finding yourself in such a position differ for men and women. This is majority of attacks on women are of a sexual nature whereas violence between males is normally driven by a conflict of egos.
Both male and female can experience hidden aggression, where the attacker initially hides their true intention and overt aggression where the attacker displays his/her feelings immediately women are more likely to experience the former. This is often contrary to the picture that the media tries to present concerning sexual violence against women.
The media like to present a very black and white, predator victim, picture of sexual violence e.g. one where a woman is attacked and raped whilst walking home. In reality these types of attack are rare, in fact women are most likely to be attacked in their own homes.
“The statistics for rape tell a very odd story. Women are least safe at home and least safe with friends, acquaintances and family. Statistically speaking, women are better off with strangers and being anywhere but our homes...” Anna C Salter (Author and renowned researcher into sexual predators and predatory activityHowever the true picture of sexual assaults against women asks awkward questions about the majority of victim’s behaviour e.g. why did she let her attacker into the house etc and with the benefit of hindsight and full information people begin to judge make judgements about the victim and their actions.
Anna C Salter’s statement however goes some way to explaining how a victim’s attacker came to be in their home i.e. ‘(women are) least safe with friends, acquaintances and family.’ That is: people women are supposed to trust are most often the perpetrators of these sexual assaults. The unknown assailant who attacks the lone woman walking home alone at night may what most women fear or picture as the reality of rape however these cases are the minority not the majority.With this in mind the threat of sexual assault becomes that much more difficult to identify and so preventing and defending oneself against it becomes that much more complicated.
Identifying sexual predators is extremely difficult. This stands to reason: if they were easy to identify they would be easy to catch. Most are extremely socially adept and very good liars. These individuals spend their lives (100% of their time) fooling people. They are far more practised at convincing us of falsehoods than we are at detecting the truth. Expecting the truth is default behaviour in 99% of people (if it wasn’t just carrying out the most basic interaction would take hours) and so sexual predators have a lead on us before we even start.
There are strategies and techniques to counter all of this and of course there is knowing and being able to defend oneself physically, although it’s far easier and safer to identify and evade than to rely on being able to take control of an assault once it has begun.
In our training we look at: methods of increasing awareness; building scenario-based models, which can be used to compare normal behaviour against predatory behaviour; simple profiling techniques that can be used to assess an individuals risk status; tools and strategies for de-escalating situations that seem to be heading in the wrong direction as well as the old faithful technique of how to knee someone with absolute force in the groin! Our approach to female self defense is a complete and comprehensive one that doesn’t rely purely on physical responses.
